A CIO’s Playbook for the Modern University 🎓

A CIO's technology playbook for the modern university

When you picture a college campus, you might think of lecture halls, dorm rooms, and football games. But behind all of that is an IT operation that rivals many Fortune 500 companies. We’re talking about the networks, security, and systems that keep thousands of students, faculty, and staff connected and productive—whether they’re in a classroom, a dorm, or halfway across the country logging in for a remote class.

My guest today knows this world better than anyone. Jeff Leichty is the Vice President and Chief Information Officer at Indiana Tech, where he’s spent more than two decades building and leading the IT strategy that supports both traditional students and a massive remote adult learning program. Jeff’s role is part strategist, part problem-solver, part futurist—and today, we’re walking through his CIO’s playbook.

Key takeaways:

  • Higher education IT is a unique blend of enterprise-level operations, hotel-like residential services, and a cutting-edge research and development lab.
  • The pace of technological change, driven by AI, is faster than ever, requiring a new level of agility from IT leaders.
  • A successful AI strategy in higher education involves setting clear guardrails while empowering faculty and students to experiment and innovate.
  • The CIO’s role extends beyond technology to include mentoring students and preparing them for a tech-driven workforce.

The University IT Challenge: More Than Just Corporate IT

Running IT for a university is a unique challenge that goes far beyond the scope of a typical corporate enterprise. While a corporate IT department is focused on locking everything down and controlling information, a university has to balance those security needs with the academic freedom to experiment and innovate. Add to that the complexity of providing a seamless residential experience for thousands of students, and you have a truly unique environment.

Jeff explains, “As an organization, if you’re in a regular enterprise, you’re trying to lock everything down and make sure that you’re controlling information very strictly. I have that. In addition, I have students that are living in residence halls that want to use BitTorrent, that want to use Pirate Bay. They want to do Bitcoin mining. They want to do all these things, and they care if their TV doesn’t work, if they can’t stream this, if they can’t play their games. It’s a hotel. And they have to have those hotel kind of experiences.”

This “hotel” analogy perfectly captures the unique demands of a university IT department. The need to provide a high-quality residential experience, complete with robust Wi-Fi and support for a wide range of personal devices, adds a layer of complexity that most corporate IT departments never have to consider.

The Accelerating Pace of Change: “The Treadmill is Spinning Faster Than Ever”

The world of technology is always changing, but the pace of change has accelerated dramatically in recent years, largely due to the rise of artificial intelligence. For IT leaders, this means that the pressure to keep up with the latest trends and technologies is more intense than ever before.

Jeff explains: “I think right now, it feels like the treadmill is spinning faster than it ever has, to tell you the truth. It has always been at a pretty good clip, and I felt like you could keep up a little bit, but anymore, it just feels like somebody has put it on run.”

This feeling of being on a treadmill that’s constantly speeding up is one that many IT professionals can relate to. The key to not just surviving but thriving in this environment is to have a clear strategy for how to approach new technologies like AI.

A CIO’s Playbook for AI and Innovation

So how does a CIO in the world of higher education approach a transformative technology like AI? For Jeff, it’s all about finding the right balance between control and freedom.

“I think the challenge that we have as any CIO in any industry right now is: How do you set the guardrails for what your employees should do, while at the same time giving them enough freedom to learn what AI can do for them?”

This “guardrails” approach is a key part of Leichty’s playbook. It’s not about banning new technologies but rather providing a framework that allows for safe and productive experimentation. For example, Indiana Tech encourages the use of Microsoft Copilot, a licensed and secure AI tool, as an alternative to public AI chatbots.

Another key part of the playbook is to reframe AI as a “thought partner” rather than just a tool for getting answers. This means using AI to brainstorm ideas, challenge assumptions, and even prepare for high-stakes presentations.

“Instead of going to your buddy next door and saying, ‘What do you think of this presentation?’ Why not load this presentation into AI? Let’s say you’re going into a board meeting, why not have it ask you questions. Say, ‘Hey, I’m expecting some pushback on this. Ask me some questions pushing back on some of my points and I’ll give you the answers and then give me a summary of how I did at the end.’”

This innovative approach to AI is a powerful example of how to move beyond the hype and find real, practical value in this transformative technology.

Preparing the Next Generation for a Tech-Driven World

Ultimately, the mission of a university is to prepare students for the future. In today’s world, that means equipping them with the skills and knowledge they need to thrive in a tech-driven workforce. This is a responsibility that Jeff Leichty takes very seriously.

“We have to make sure that as students are going through the program, they use AI along that path as well, so that when they graduate, their employers are going to have some expectations of them that they’re going to use some of the newest things as well.”

This forward-thinking approach is essential for any university that wants to stay relevant in the 21st century. By embracing new technologies like AI and giving students the opportunity to learn and experiment with them, universities can ensure that their graduates are well-prepared for the challenges and opportunities of the modern workplace.

The Future is Human-Centric

As the world of technology continues to evolve at a rapid pace, it’s easy to get caught up in the hype of the latest and greatest tools. But as Jeff Leichty’s playbook reminds us, technology is ultimately just a means to an end. The real goal is to empower people, whether they’re students, faculty, or staff, to do their best work and achieve their full potential.

By taking a human-centric approach to technology, and by finding the right balance between innovation and control, IT leaders can help their organizations not just survive but thrive in the ever-changing world of technology.
